Proposal for Early Fire/EMS Contract Termination
At the special board meeting on September 1st, the Town Board voted unanimously to seek early release from its agreement with the Elkhorn Area Fire Advisory Board and from fire protection and EMS services provided by the Elkhorn Area Fire Department, with a proposed termination date of December 31, 2027. In exchange for this early release, the Town of LaFayette proposes the following terms:
· While preserving its objection rights to the 2025 fire apparatus purchase (pumper truck), the Town of LaFayette agrees to pay $100,000 of the purchase cost, despite receiving approximately 10% of the apparatus’s expected 20-year service life. The Town has made significant contributions in recent years for Elkhorn Area Fire Department equipment, including the ladder and brush trucks, that the Town will only receive limited benefit of their service life.
· The Town of LaFayette will not be required to pay for any additional capital improvement items, including but not limited to vehicles, buildings, and studies. In exchange, the Town relinquishes its voting rights on those items. Additionally, the Town of LaFayette will consider, in good faith, any other reasonable expenditure requests brought to the Fire Advisory Board where the Town of LaFayette is requested to contribute funds.
· The Town of LaFayette will continue to be charged for services through December 31, 2027, as outlined in the current agreement.
· If the fire station in the Town of LaFayette is not operational by January 1, 2028, the City of Elkhorn agrees to provide services to the Town of LaFayette on a month-to-month basis for a per-call fee. The per-call fee will be set at the rate the City of Elkhorn negotiates with the Town of Geneva for services beginning January 1, 2028.
· The City of Elkhorn agrees to enter into a mutual aid agreement with the East Troy Area Emergency Services District.
